Abstract
10.2 Summary in English for general dissemination purposes
The Instituto de Engenharia de Sistemas e Computadores, Investigação e Desenvolvimento em Lisboa (INESC-ID) is a R&D institute working in the fields of Information Technologies, Electronics, Communications, and Energy. The motto of INESC-ID is to develop tomorrow's technologies by excelling in research, today.
INESC-ID is a non-profit institution, officially declared of public interest. In its current form, the laboratory was created in 2000, as a result of a reorganization of its parent institution, but many of its activities have roots back in the 1980s, when INESC was founded. Since 2004 the institutionhas the status of “Laboratório Associado”. INESC-ID operates in three locations, near or inside the two campi of Instituto Superior Técnico (Lisboa and Oeiras).
The scientific activities of INESC-ID are financed by a number of funding agencies, of which the most important are FCT-Fundação para a Ciência e Tecnologia and the European Commission. Additionally, INESC-ID also receives funding through direct contracts with industry and by participating in programs aimed at developing R&D in companies through consortiums with other partner research institutions.
The vast majority of INESC-ID permanent research staff (roughly 90 integrated researchers) are faculty in several Portuguese public and private universities, mostly from IST. These are complemented by a large number of research collaborators, PostDocs, engineers, PhD and MSc students, involved in a wide range of research and knowledge transfer activities. These researchers are organized in five research groups, which are focused on:
-Sustainable Energy Systems
-Information and Decision Support Systems
-Computing Systems and Communication Networks
-Interactive Intelligent Systems
-Embedded Electronic Systems
In the research areas covered by these Research Groups, INESC-ID aims at fulfilling the following complementary goals:
-Perform top level research, affirming itself as an international reference in scientific production of published papers, prototypes, and demonstrators;
-Perform post-graduate teaching, in cooperation with the associated universities, by hosting and advising, PostDocs, PhD and MSC theses;
-Perform knowledge transfer, both with the national and international industry, via joint projects, contracts, and consulting;
-Support Portuguese public bodies and regulators in defining policies to promote the responsible, sustainable, and effective use of new technologies in the society;
-Promote the economic value of research and the emergence of new technology-driven high-tech companies, as spin-off of internal research;
-Promote the dissemination of science to the general public.
The final goal of the activity of INESC-ID is to put the research,training and innovation in Electrical Engineering and Computer Science at the service of the community, impacting on the resolution of societal challenges, developing the society in the next years of this digital era.
10.3 Summary in English for evaluation
INESC-ID excels in research in the areas of Electrical Engineering and Computer Science. It integrates roughly 90 PhD researchers that are faculty members of top Portuguese universities. Combining knowledge from Electrical Engineering and from Computer Science, INESC-ID performs prominent research in topics suchas computing systems and communication networks, embedded electronics, information and decision support systems, intelligent and interactive systems and electrical energy generation and distribution. Over the years, INESC-ID has established itself as an international reference in several of the topics that it covers, through a series of achievements ranging from high impact publications in top venues, scientific collaborations with leading international groups, the recognition of international research communities through awards and invitations to lead program committees and editorial boards of top venues, or technology transfer through the creation of startups.
The culture of INESC-ID has been to set a high standard for the quality of its research, which has been promoted by a tradition to aim for the most competitive venues where the leading groups in the world publish their research, and to be a part of the research communities where those groups are present and where frontier research is being conducted. In addition to setting a very high bar for the quality of its research, INESC-ID has continuously promoted ties with industry and society to apply these research findings in practice, and therefore obtain impact not only through the visibility of its research, but also by applying its knowledge and expertise to address real-world problems.
For the period 2018-2022, INESC-ID envisions leveraging its breadth and its long experience to further contribute to tackling the complex problems that the world is facing. In our view, computational methods are able to significantly transform the way that these problems are addressed in several areas, e.g., improving the health and wellbeing of an increasingly ageing population through "smart health"; achieving cleaner, reliable, more secure and more efficient energy; improving the quality of life in our cities by leveraging digital innovation; understanding the transformation in climate and environment, to better protect it; or improving the overall security of our society. Furthermore, we believe that INESC-ID is in a unique position to successfully become a catalyst, since successfully addressing these problems will require competences and the collaboration among various different areas, not only across disciplines, but also within the broad fields of Electrical and Computer Engineering and Computer Science.
To achieve these goals, INESC-ID will progressively strengthen the three main pillars that guide its scientific work, namely scientific excellence, internationalization, and technology transfer in collaboration with industry. In terms of publications, in addition to further raising the bar in terms of number of papers in indexed journals, the goal is to also raise the bar in terms of the competitiveness of the venues, including top tier conferences, as well as journals. INESC-ID will increase the involvement in EU projects, namely ERC grants, where our track record already includes hosting one grant and reaching the final interview phase on two other occasions. Our path to consolidate internationalization and scientific excellence is to further strengthen our investment in advanced training, through Erasmus Mundus and Marie Curie European training networks and partnerships with US universities, extending the current involvement in the CMU-Portugal and MIT-Portugal programs. The CMU-Portugal partnership is entering its third phase, whose management will be hosted at INESC-ID. To boost technology transfer and collaboration with industry, a major goal is the promotion of new startups, as well as an increased involvement with our current spin-offs. In addition, collaboration with the national industry is an important asset of INESC-ID, and this will play an increasingly important role as Lisbon is becoming one of the fastest-growing technology hubs in the world, with an ecosystem of dozens of highly innovative technology-based companies. INESC-ID has a direct connection to several of these companies, many of which we started by alumni of the institute. As such, this is not only an opportunity to perform top research in Portugal, but it is also a fundamental contribution to further develop the country.
To fulfill the main goals of INESC-ID for the period 2018-2022, an internal reorganization will be carried out. Application Areas will be setup on the top of the existent Research Groups to tackle the interdisciplinary challenges with strong societal impact. These application areas will cross the different Research Groups and scientific managers will make the bridge and drive the work on these Application Areas. With the support of the lightweight administrative support we already have in place and a strong articulation between the Scientific Council and the Board of Directors, INESC-ID has the conditions to be a pivotal Portuguese Research Unit in the area of ICT, and a reference in several areas at an international level. This role is evidenced by the strong CVs of INESC-ID's 92 integrated researchers, including 2 IEEE Fellows. The list of core CVs reflects our gender diversity policy, including researchers who in our opinion meet the conditions to be Fellows in the near future, and some very promising younger researchers that indicate the sustainability and future leadership within INESC-ID.
