Abstract

10.2 Summary in English for general dissemination purposes The CIE-UMa Activity Plan presented here results from an internal reflection of its researchers based on feedback from evaluation commissions to which the Centre was subject (2007 and 2013). The aim is to strengthen the quality and the number of researchers' publications in journals that have an impact factor in the social sciences and in particular in the educational sciences. The possibility of funding the Centre through this Plan also allows, in addition to the increase of relevant scientific production, with associated costs, to establish a social commitment with the local community, thus contributing to the empowerment of its pedagogical practices; for the debate and critical reflection on the problems that affect school politics and culture, as well as for the mobility of researchers and for the dissemination of results in national and international colloquia, as well as for the deepening of cooperative work and in research networks. Above all, it is hoped that this Plan will allow the CIE-UMa to consolidate research and support UMa's advanced training in the field of educational sciences, giving it the scientific strength to improve the quality of its production. The strategic objectives of the Plan derive from an ethical commitment of the CIE-UMa researchers to the process of consolidation of this R& D Unit, aware of its potential for regional development, as well as its strategic position for the expansion of cooperation networks with the Portuguese-speaking communities. Our commitment as a Centre for Research in Education, unique in the Autonomous Region of Madeira, is about effective cooperation between science and society, thus problematizing our action on the societal challenges that Horizon 2020 contemplates, as well as the Operational Program of the RAM 2014-2020. As a cross-cuttingissue of major importance, research in the social and human sciences is fully integrated into each of the general objectives of Horizon 2020. In fact, and taking the strategic goal of seeking other sources of research funding, the unit aims at setting up working groups to discuss plausible research scenarios for Horizon application and funding as well as research scenarios that put information and communication technologies at the service of a comprehensive and assertive education in the real understanding of issues affecting everyday lives of citizens, where Education and Leadership present themselves as factors of transformation and possible paradigmatic break. This Plan is also a valuable contribution to UMa's advanced training, including for the recently accredited PhD in "Curriculum and Pedagogical Innovation" by the A3ES (National Agency of Evaluation and Accreditation of Higher Education). 10.3 Summary in English for evaluation The CIE-UMa is a research unit dedicated to scientific research in the field of education and the provision of services to the community through the dissemination and application of the research process and results. This is the mission that, for 14 years, led researchers to critically think and act in the field of social sciences and in particular in the epistemological field of educational sciences. In regional terms, the CIE-UMa has been a centre for qualification and advanced training for senior staff of RAM, both through Master’s and PhD research. Thus, the CIE-UMa is fundamental for the development of RAM’s human resources. It gives students the opportunity to immerse in pedagogical contexts in order to operate a real change of practices, as confirmed by EAC members. The CIE-UMa seeks to strengthen its research lines in curriculum studies, pedagogical innovation and its educational administration, promote studies and research projects within a clearly defined setting and increase the quantity, quality and relevance of scientific literature translated into relevant publications, which in turn are supposed to impact the education programmes already in place. The funding coming from this Plan will allow the deepening of research in the following areas: - Concerning curriculum studies, we aim to foster research on the role of educational policy in curriculum design; on the pressures and the hidden interests underlying curriculum construction; on the links between knowledge and ideology, culture and power; on the building of identities; and on personal models of pedagogical action. - Concerning pedagogical innovation, we intend to achieve studies aiming at understanding the reasons why schools or schooling systems become inadequate to fulfil the needs of cultural, economic and social development; studies on new pedagogical settings aiming at the reconciliation between school or schooling systems and the needs of cultural, economic and social development; studies on cultural invariants which avoid pedagogical innovation or make it difficult; studies on fixations with paradigms anchored in the past: studies on local paradigm shift; and prospective studies on education. - With respect to educational administration we intend to foster research on studies on principles and practices of management of schools; studies on styles of leadership and its influences in the effectiveness of the schools; studies directed to evaluate the functions and characteristics of effective school administrators; studies related with the motivations and dynamics of the teachers who perform functions of administration and management in the schools; studies directed to the understanding and analysis of the organizational culture of schools; studies directed to the analysis of the development and realization of educational school projects; studies on the influence of gender in the performance of functions in school management; and studies on the intervention/relationship of the community and the parents in the management of the schools. The CIE-UMa Activities Plan takes this as a serious commitment to the national and international framework of scientific research policy, renewing processes and research practices, science and innovation framed by: 1. The opening of the educational community and the glocalization of educational policies; 2. The evaluation and accreditation of study cycles according to the feedback produced by the Agency of Evaluation and Accreditation of Higher Education (A3ES); 3. The FCT strategy exposed in the process of assessment and funding of research units, including the application of the assessment criteria, such as: a) Development and contribution to the Scientific and Technological System b) Scientific and technological merit of the research team c) Scientific merit and innovative nature of the strategic program d) Practicability of work and reasonableness of the budget e) Impact of scientific, technological and cultural production. f) The European policy of research and innovation, particularly by the philosophy expressed in the strategy 'Horizon 2020'. The CIE-UMa, in its Plan of Activities, also intends to respond to the main points focused by the Secretary of State for Education at a meeting held with the Secretariat of the Council of Research Centres in Education, namely: 1. The need for greater appreciation of this area of knowledge, with the presence of more specialists contributing to the construction of opinion and in a language accessible to the general public. 2. Strengthening the role of HEI in continuing teacher education. 3. Increasing the joint work of the centres with the schools, in particular through "critical friends" who accompany the work to be developed in practice. 4. The importance of research centres "adopting" a school where they can develop their research. Nevertheless, the CIE-UMa envisages ambitious educational research that can be usefully applied to inspire change and innovation, not only by transforming the practices of learning and teaching in the university where it is hosted, but also outside its boundaries. We adopt as our mission to inspire practitioners of education wherever they can be reached, both by deeply studying their practices, and by letting them know how their practices look like under the scope of our research. As was mentioned by the Secretary of State, our focus is mainly on the research and conduction of good local education practices. We intend to create pedagogical spaces for dialogue with the aim of bringing to the Local the global concerns of educational systems. To achieve these purposes we want to strengthen our links with our neighbouring environment, by trying to include everyone who has interest on education and in discussing with us the results of our research, as well as taking the results of our research to the schools and to the educational services that supervise them.
