Abstract

10.2 Summary in English for general dissemination purposes MARE - Marine and Environmental Sciences Centre (classification by FCT: EXCELLENT,24/25) is a multipolar RD&I Centre, presently with seven poles, six of them located at higher education campus in Portuguese mainland, respectively Universidade de Coimbra (MARE-UC), Instituto Politécnico de Leiria (MARE-IPL), Universidade de Lisboa (MARE-UL), Universidade Nova de Lisboa (MARE-UNL), ISPA - Instituto Universitário (MARE-ISPA), and Universidade de Évora (MARE-UE), plus one pole in the Madeira archipelago (MARE-Madeira). MARE combines expertise allowing approaching scientifically and technologically all types of aquatic systems, from river basins and associated landscapes, to estuaries, coastal, and large marine ecosystems. Conceptually, four integrative domains of action were identified as core foci for MARE intervention: 1. LIFE - understanding the patterns and processes influencing the distribution, functioning and evolution of biological diversity on the planet; 2. ENVIRONMENT AND RESOURCES - centred on understanding environmental processes influencing the way anthropogenic pressures and impacts and natural cycles interact and the consequences for the way we explore, manage and model natural resources, ecosystems and the environment; 3. TECHNOLOGY AND INNOVATION - addressing interdisciplinary research applied to find technological and innovative angles to understand Earth and its processes, ecosystem services, and link technology transfer to industry and society; 4. INFORMATION AND SOCIETY - linking science to policy and outreach initiatives, promoting scientific and Ocean literacy and raising awareness on the most pressing issues impacting sustainable development of societies. Structurally, MARE integrates two ecosystem-oriented Research Groups (1. River Basins; 2. Coastal Systems and Ocean), since most of the societal challenges and needs for the next decades will have to be addressed in an integrated manner, and seven research Thematic Lines, which are supported by one or both Research Groups, implementing a real interchange of ideas, expertise, methodological approaches, applications and dissemination within the MARE structure. The main goals of MARE Strategic Program are: 1 - Advance the knowledge on the functioning of marine ecosystems, and interrelated estuarine and freshwater systems; 2 - Develop scientific and technological tools towards the sustainable use of freshwater, estuaries and marine ecosystems under the framework of regional, national and international priorities; 3 - Develop scientific knowledge and sound technology to help providing food and other biotic and non-biotic resources to society; 4 - Promoting good ecological and healthy status of oceans and seas, estuaries and river basins; 5 - Drive international cooperation to advanced education and training resulting in a new generation of scientists and professionals prepared for the Blue Economy; and, 6 - Promote Ocean literacy and contribute to a participative Blue Society. 10.3 Summary in English for evaluation MARE - Marine and Environmental Sciences Centre (classification by FCT: EXCELLENT,24/25) constitutes a multipolar RD&I Centre, presently with seven poles, six of them located at six higher education Campus in Portuguese mainland, respectively Universidade de Coimbra (MARE-UC), Instituto Politécnico de Leiria (MARE-IPL), Universidade de Lisboa (MARE-UL), Universidade Nova de Lisboa (MARE-UNL), ISPA - Instituto Universitário (MARE-ISPA), and Universidade de Évora (MARE-UE), plus one pole in the Madeira archipelago (MARE-Madeira). MARE clearly differentiates as an integrative and multidisciplinary research centre, concentrating a wide diversity of expertise, skills and capabilities, with a nationwide territorial implantation, that develops its research activities oriented to societal challenges in close partnership with national and international research centres. MARE combines expertise allowing approaching scientifically and technologically all types of aquatic systems, from river basins and associated landscapes, to estuaries, coastal areas and the open ocean, on the current context of global and regional changes and cumulative anthropogenic impacts. MARE vision statement is: pursuing excellence in the study of aquatic ecosystems, and disseminate this knowledge in support of sustainable development policies. This will be achieved through scientific research, education, knowledge and technology transfer, and science dissemination, developed in a collaboration network at regional, national and international levels. MARE established itself as a leading driver on the role of science and innovation for society and development, focusing on the implementation of European policies and Directives (e.g. MSFD, WFD, CFP, Natura 2000, Atlantic Strategy) and the scientific and societal aims of the H2020. MARE architecture was designed to leverage its potential and competitiveness, considering its main goals and strategic vision and mission. MARE also aims at increasing the excellence, impact, and applicability of its scientific production and outcomes, strengthening national and international cooperation and partnerships (researchers, academic, administration and private companies) to increase success in obtaining competitive funding, to promote scientific jobs, train high and qualified scientists and to leverage its role as a key-institution in marine and environmental affairs. The implementation plan for the Strategic Program is based on an efficient organizational model involving the definition of a scientific activity plan, including guidelines, milestones and monitoring tools. The funding strategy will be interrelated with the internationalization strategy, involving an intense effort in competitive international project calls, especially H2020, together with collaboration and partnerships with key-international RD&I centres, private sector, and public administration. The capability to recruit young researchers will be particular important to accomplish MARE vision. PhD students will be recruited through an integrated educational programme, built over accredited Doctoral Programs already existing at the Universities where MARE has poles. The internationalization strategy will also target foreign students co-supervision in collaboration with researchers from key research centres. Other opportunities will also be explored, namely at the EU level, such as Marie Curie, ERC or ITN fellowships. Finally, Ph.D. researchers will be hired, aiming at reinforcing priority scientific areas. Science dissemination, outreach activities, and knowledge transfer to society will also continue to be consistently pursued as an important component of MARE Strategic Plan.
