Abstract

Instituto Dom Luiz (IDL) is an Associated Laboratory (since 2004) that focuses on the use of quantitative science to unravel our Planet's Dynamics and to respond to major societal challenges posed by Climate Change, a sustainable use of Earth and Energy Resources, and exposure to Natural Hazards. As a fully-integrated Earth System Science Institute – with over 100 integrated members – IDL produces internationally-relevant science that directly contributes to a vast range of public policies and initiatives, or that is upstream to numerous applications at national and European level. The present proposal aims to increase the capacity and sustainability of IDL as an Associate Laboratory, by more than doubling (from 5 to 12) its number of permanent staff with doctoral degrees in full time research and high-profile technical support roles, thus raising the number of non-teaching staff from 5% to above the 10% threshold. This will leverage this institute’s capability to pursue a competitive research agenda with an increasing societal relevance, namely through key contributions to five topics of the national agenda, as translated in the following strategic objectives for the next decade: (1) contribute to the improvement of climate change forecast, mitigation and adaptation; (2) innovate in Earth Observation and its efficient use by different activities; (3) support a more responsible use of marine resources, from the coast to the deep ocean; (4) develop solutions to a rapid transition to a sustainable energy system; and (5) help optimizing the discovery, exploration and circular management of finite Earth resources. To implement these objectives, IDL will develop efforts around three main thematic lines: (A) Climate Change: understanding and forecasting; (B) Geodynamics and hazards in the Atlantic region; and (C) Earth resources for a sustainable development. Beyond strengthening IDL’s research in these topics, the reinforcement in human resources will also have a positive impact in IDL’s governance, boosting its capacity to attract major European funding, have a stronger participation in International Networks, and increasingly attract high-quality international students and researchers. Ultimately, this proposal will reinforce IDL’s position as an international player in Earth System Science, simultaneously ensuring a more effective transfer of knowledge to public policies, to the economy, or to a wide range of applications in Portugal and beyond.
