Abstract

Ensuring the right to housing by the state poses significant challenges for public administration. Beyond access to a home, the efficiency of public housing policies requires greater coordination with other strategic sectoral areas, such as territorial cohesion and energy transition, which are essential for achieving international goals and ensuring future well-being and sustainability. Recognising this need, recent institutional and legislative reforms in Portugal are committed to an integrated, cross-sectoral, and multi-level approach, yet technical and operational gaps persist, hindering their realisation. These gaps are reflected in the difficulty of executing available public funding and the tendency to exclude more vulnerable households and territories, as demonstrated by the monitoring of the housing component of the Recovery and Resilience Plan (RRP), developed by members of the DataH team. Rejecting the notion that better resource utilisation implies compromising the quality of responses or excluding more severe situations, DataH aims to enhance the responsiveness of public administration. The project seeks to create conditions for the effective implementation and monitoring of public policies, aligning them with the realities of the territories. Considering the increasing volume of information available about the territories and that generated in the daily activities of public administration, we use Data Science to support the transition from a reactive to a proactive policy, as advocated in the New Generation of Housing Policies (2018). To achieve this goal, DataH proposes a territorial observation and monitoring system to support public administration, consolidating and analysing data that is currently dispersed and uncoordinated. This system will result in two main products: a dynamic, multi-criteria analysis model and a Portal directed at public administration, interconnecting central, regional, and local authorities. The DataH methodology is based on three pillars. First, the establishment of the municipality as the main unit of observation, given that it concentrates most of the available indicators and is the entity responsible for implementing housing policies, alongside the Institute of Housing and Urban Rehabilitation (IHRU). Second, the expansion of analysis parameters, adding to the classic data – demographic, socioeconomic, and housing – others that frame the territory (e.g., climatic) and the institutional and administrative structure from which responses can originate. Third, the design of a predictive process, allowing the mapping of desirable evolution scenarios based on the characteristics of the territories. Thus, the DataH research plan will be conducted in five phases: (1) creation of a common conceptual framework; (2) development of a dynamic, multi-criteria analysis model; (3) operationalisation of the model and incorporation of local and regional perspectives; (4) consolidation of the model and platform; and (5) dissemination, promotion, and exploitation of results. We expect a dual benefit from DataH. On the one hand, to contribute to the exemplary execution of available funding, capitalising on the learnings from the PRR implementation for better utilisation of the newly announced European Affordable Housing Plan (2024). On the other hand, to strengthen public administration by: improving alignment with international and European guidelines on the environment, territorial cohesion, and energy transition; strengthening the National Housing Programme, whose development and monitoring is the responsibility of the IHRU, an entity part of this project; and coordinating with the Municipal Housing Maps, to be developed by municipalities, with whom we will have a facilitated connection through collaboration with the National Association of Portuguese Municipalities. The involvement of these entities, along with the National Statistics Institute (INE), the municipality of Fundão, and the Regional Coordination and Development Commission of the Centre, gives DataH an exploratory and laboratory-like multi-level nature, allowing the development and validation of the proposed territorial observation and monitoring system. The core project team, composed of members from CiTUA/IST-ID (which has monitored the national implementation of housing policies), CEAU/FAUP (which has accompanied the practice of various municipalities), and GOVCOPP-UA (which has explored decision support systems for diagnosing, defining, implementing, and evaluating housing policies), will be complemented by consultants specialising in Data Science, Housing, Spatial Planning, and Local and Regional Development Policies, who are highly knowledgeable about the functioning of public administration, thus providing the necessary conditions to practically achieve the set objectives.
