Abstract

For 2025-29, MARE builds on its expertise to strategically establish 6 scientific objectives aligned with the Ocean Decade outcomes and challenges, and two additional cross-cutting objectives: i) Advance the knowledge on stressors that affect all aquatic ecosystems and biotypes for a clean ocean; ii) Advance the knowledge on the functioning of aquatic ecosystems, promoting good ecological status for a healthy and resilient ocean; iii) Develop ocean economy-relevant scientific knowledge and explore biotechnology to help the sustainable provision of food and other biotic resources to society; iv) Advance the knowledge on ocean- and nature-based solutions to build resilience of aquatic ecosystems and contribute to a safe ocean; v) Promote science-based solutions bridging research and technology, to support the open and equitable access to data; vi) Promote Ocean literacy and participatory governance models to support changing humanity's relationship with the ocean; vii) Promote cooperation to enhance education and training; viii) Enhance international identity to increase the ability to thrive globally. To attain these goals, MARE’s Strategic Plan will be organised into six intertwined intervention axes: i) RD&I, through fundamental and applied research capable of providing results to support the Ocean Decade; ii) Internationalisation, by enhancing communications, international representation and cooperation, and supporting student exchange; iii) Networking by capitalising on its representation at the Associate Laboratory ARNET - Aquatic Research Network and several national and international scientific networks; iv) Recruitment and Building Capacity, through FCT-Tenure, contracts for early career researchers, PhD fellowships and advanced training; v) Dissemination& Outreach following Open Science Principles; and vi) Equality and Diversity, providing a safe environment for researchers. Being multi-institutional and nationwide, MARE relies on a highly organised structure to effectively implement its strategic plan. For 2025-29, the organisational model will rely on six interacting bodies, with clear and non-overlapping responsibilities. From a scientific point of view, MARE will continue to have three levels of organisation, which have recently been reviewed and updated: (i) two ecosystem-oriented Research Domains (RD); (iii) seven problem-oriented Thematic Lines (TL); and (iii) 34 operational Research Groups (RG). RD, i.e. Coastal Systems and Ocean, and River Basins, are mainly strategic in nature and its researchers develop their activities in shared environments. TL are functional units of researchers who share a common scientific theme, thus promoting the identification of priority areas of research. At the third level, MARE has 34 Research Groups (RG), which correspond to the main drivers of MARE research.
