Abstract

CERIS is driven by a mission to advance top-level international research in Civil Engineering while addressing societal challenges such as Climate Change, Energy Transition, and Digital Transformation, in line with the UN Sustainable Development Goals. Its strategic plan for 2025-2029 focuses on ground-breaking research, enhanced training, and broadening societal impact, while improving management and efficiency and ensuring financial sustainability. Structured into 4 Thematic Strands (TS), 6 Research Groups (RG), and 4 institutions, including Headquarters (IST) and three Hubs (NOVA, Coimbra and Aveiro), CERIS has reinforced its global R&D position by diversifying research capacity and expanding territorial coverage. TS are Product Development in Civil Engineering Industries; Risk and Safety in the Built and Natural Environment; Rehabilitation of Built and Natural Environments; Response to Natural and Societal Changes. RG cover: Hydraulics; Environment and Water Resources; Systems and Management; Transportation Systems; Studies on Construction; Structures and Geotechnics. With 126 integrated members, 55 PhD collaborators, and 150+ PhD students, CERIS benefits from a broad thematic scope and interdisciplinary collaboration in built and natural environments. Initiatives like transversal projects, thematic seminars and team-building events foster an inclusive and collaborative culture. Strategic efforts focus on ground-breaking research and innovation, including the integration of a new Hub (Aveiro), increasing researcher and PhD student numbers, reinforcing laboratory facilities, participating in international networks, and securing more funding through international projects. Human resource renewal involves retaining talent and hiring new researchers, supported by FCT policies (15 FCT-Tenure new contracts, 8 researcher-3-year contracts), and self-funding mechanisms. Future plans for hosting conditions comprise a tutoring committee, multidisciplinary engagement, and experience-sharing sessions. Internationalization efforts aim to deepen collaborations, attract high-level international PhD students, and promote knowledge exchange through various initiatives. Infrastructure enhancement is prioritized to meet evolving research needs, including upgrading laboratory facilities. CERIS will organize international conferences and seminars and promote industry collaboration through workshops and market-oriented research, fostering entrepreneurship and patent registration. Open access to publications and data is encouraged, with dissemination through the website, social media, and media interventions. Collaborations with universities, R&D units, public entities and industry partners are consolidated and broadened, with the aim of becoming an autonomous Associated Laboratory. CERIS prioritizes inclusivity, gender equality, and data privacy compliance, maintaining an inclusive environment and upholding stringent data privacy standards and legal requirements.
