Abstract

Instituto de Telecomunicações (IT) www.it.pt is a private, not-for-profit, multi-site association whose scientific organization encompasses a Scientific Board, and an Advisory Board composed of 6 experts divided into Scientific and Business committees. There are 16 research groups in IT that are organized according to 5 Thematic Lines: Wireless Technologies, Optics and Photonics, Information and Data Sciences, Networks and Services and Basic Sciences and Enabling Technologies. IT activity relies on 195 integrated researchers, 30 clerks and technicians, as well as top level laboratories. Out of these researchers, 141 are provided by IT associate institutions and 80 are hired by the institute. IT is committed to strengthening its scientific and financial autonomy, by creating a group of highly skilled contracted researchers to support IT's own R&D strategy and it's implementation. IT believes that the creation of international top-level knowledge, publishable in the best scientific journals and conferences of their fields, is crucial to maintaining our recognition and visibility by academic peers, and industrial entities. Practice showed that this triggers an increase in the number of collaborative projects with key companies in the ICT sector. IT is an institution with multidimensional impact, spanning technology innovation, strategicnational priorities, Portuguese and European sovereignty, societal and political dimensions: Quantum Technologies; Communication Systems and Networks; The 6G, and beyond 6G topics; Machine Learning; Cybersecurity; Intelligent Mobility; Sensing Technologies and Smart Society; and Space and Defense. Our goals for the next 5 years are creating new scientific and technological knowledge in ICT, which will be gauged by the published works, international patents and knowledge transfer. In advanced training, we will continue focusing on training MSc and PhD students, besides post-docs, for the highly-qualified labor market. To implement the above strategy, we will use national public funding, as well as funding from EU, ESA, NATO Projects, ERC grants, and private companies. We expect that our strategy will continue to attract the interest of national and mostly international industry, contributing to IT becoming progressively less dependent on national public funding. We will continue the internally funded projects policy, to strengthen inter-site cooperation and promote disruptive knowledge-oriented research. In parallel, IT will monetize this new knowledge and expertise, transferring it to the national and international industry and public institutions, mostly through collaborative research projects. IT will also work along with companies to ensure that they are interested from the start to protect and monetize the knowledge generated in projects. IT will use this additional funding for initiative to improve the career attractiveness of permanent contract researchers.
